Kathy Hoffman Installed On The Mojave Water Agency Board Of Directors

Kathy Hoffman has been installed as the Division 3 Representative and Director on the Mojave Water Agency Board of Directors.

Phelan Pinon Hills Community Services District Kathy Hoffman has been installed as the Division 3 representative by the Mojave Water Agency Board of Directors. On April 7, 2023, the Mojave Water Agency held a special board meeting to appoint Director Hoffman to replace Ken Anderson, who resigned in February to pursue a two-year mission trip to Uganda.

With this appointment, Director Hoffman cannot continue as a Phelan Pinon Hills Community Services District Board Director, and a new director will need to be appointed. “After hearing from Mr. Anderson that he will be stepping down, I gave it great thought and decided the need to represent the constituents on the Mojave Water Agency Board was an opportunity to represent residents of the PPHCSD and District 3 as a whole on local issues that could affect them now and into the future,” said Director Hoffman.

“Kathy Hoffman has played a comprehensive role in the Phelan and Pinon Hills communities,” said Mojave Water Agency Board President Mike Page. “Her experience with our agency, as well as the High Desert Mountain Water Association, has made her an ideal candidate for this position.”

Kathy is serving her second term with the Phelan Pinon Hills Community Services District. Having served the PPHCSD as Vice President and President, she sat on several committees, including the Engineering Committee, Parks & Recreation, Finance, and Legislative Committees. Kathy has also served as the area coach administrator for the American Youth Soccer Organization Region 538 and is the Phelan Chamber of Commerce Honorary Mayor.

“California’s water resource management is a complex issue,” said Hoffman. “Our state has been challenged with drought conditions that have accelerated the ramp-down of free production rights in our region. My desire is to ensure that our region has adequate and high-quality domestic water for our community today and into the future. Water conservation is a way of life, and by managing this valuable resource wisely, we can sustain continued growth and opportunities for future generations.”

Kathy is a licensed realtor for Coldwell Banker Homesource. She holds an Associate of Science Degree from California State University Fullerton and a Real Estate Certificate from Victor Valley Real Estate School.

It is a bittersweet moment for Kathy as she is excited to continue as a Mojave Water Agency Director; she will miss working with the staff and residents of the PPHCSD. She commented, “I am sad but excited to start this new chapter. I am grateful to Mr. Bartz [General Manager]], who suggested I run for the PPHCSD. His patience, guidance, and support have been tremendous. George Cardenas [Engineering Manager] has spent many hours showing and explaining how our system is designed, its functions, and its mapping through GIS. Thank you to Sean Wright [Water Operations Manager] for answering all my questions about how and why, Lori Lowrance [Assistant General Manager] for helping me to understand what all those columns of numbers mean, and Kim Sevy for all your direction on what a board member should be.”

The Mojave Water Agency Board of Directors will conduct its next meeting on April 13 at 9:30 am in the board room at 13846 Conference Center Drive in Apple Valley. Public participation is encouraged.

The Phelan Pinon Hills Community Services District meets twice monthly on the second and fourth Wednesdays at 5:00 pm in the Phelan Community Center at 4176 Warbler Road in Phelan.
