San Bernardino County Public Works is set to direct traffic and perform maintenance on county-maintained paved roads in the Phelan area, causing expected delays. The upcoming chip seal projects are scheduled to take place in July and August, with residents and emergency vehicles retaining access.
From July 8 to July 18, 2024, the affected roads will include Baldy Mesa Road, Caughlin Road, Duncan Road, Eaby Road, Goss Road, and Wilson Ranch Road. Additional maintenance will occur from August 5 to August 9, 2024, on Brawley Road, Lindero Street, Neilson Road, Smoke Tree Road, and Yucca Terrace. In mid-June, road crews applied a crack seal on these roads in preparation for the upcoming chip seal projects.

The posted speed limit during the maintenance period will be 35 mph. “No Parking” signs will be posted to indicate specific dates and times for the work. Residents are asked to avoid parking vehicles on the roadway, allowing water to run on the roadway, letting children play in the roadway, and placing trash cans or other debris on the roadway.
Separately, thin maintenance overlays were recently completed by operations crews on portions of Sheep Creek Road and Johnson Road to help prevent potholes along the worst sections of these roads. On June 25, work was completed on Johnson Road from Phelan Road to Goss Road. On June 26, work was completed on Sheep Creek Road from Lindero Road to approximately Goss Road/Sunset Road.
Chip seal, is a pavement surface treatment that combines layers of asphalt and fine aggregate to protect roads from aging and weathering. It is cost-effective, improves traction, seals minor cracks, and extends the life of the pavement. Chip sealing is commonly used on rural roads, low-traffic streets, and parking lots as a road maintenance solution.
