Join the Phelan Pinon Hills Community Services District and Sheep Creek Mutual Water Company on Saturday, July 23, 2022 at 10am in the Phelan Community Park. During this Town Hall Meeting and Ice Cream Social the consolidation of Phelan Pinon Hills CSD and Sheep Creek Water will be discussed.
Since 2018, when the Sheep Creek Water Company was issued a Compliance Order resulting from a source capacity violation the two water districts have discussing the possibility of consolidating water companies. The Source Capacity violation stems from a State of California Water Regulation that a water provider must be able to produce enough water daily as the highest demand on the system within the past 10 years of record. Sheep Creek failed to do so in 2018. This resulted in a moratorium for issuing new meters and would require Sheep Creek to asses the districts infrastructure both physically and financially and create a corrective action plan with three different options to bring the district back into compliance. One of those options had to be consolidation.
Since 2018 both districts, the State of California State Water Resources Control Board and other state agencies have been working to find an viable consolidation plan amiable to the Phelan Pinon Hills CSD and the Sheep Creek Water Company Board of Directors and shareholders.
