New Leadership and Returning Board Members Shape the Phelan Pinon Hills CSD’s Future

The Phelan Pinon Hills Community Services District (PPHCSD) has officially installed its 2025 Board of Directors, welcoming a mix of returning and newly elected members. Among them is Jeanna Mills, a fresh face on the board, and Deborah Phillips, who was previously appointed but has now been officially elected. Rebecca Kujawa will continue her role as Board President.

The five-member Board of Directors serves as the governing body of the PPHCSD, overseeing policies and decisions that affect the community. Board members are elected by registered voters within the district and serve four-year terms. The board delegates management of day-to-day operations to the general manager, while each director also participates in two committees that focus on various aspects of district governance.

Rebecca Kujawa was first appointed to the Board on November 13, 2019, to fill an empty seat before being elected for the 2020-2024 term and re-elected for 2024-2028. She currently serves as Board President and sits on the Parks, Recreation & Street Lighting Committee and the Engineering Committee. She has lived in Phelan for 21 years.

Deborah Phillips was first elected for the 2018-2022 term, then appointed in 2023 to fill an empty seat before winning election for the current 2024-2028 term. She sits on the Waste & Recycling Committee and the Legislative Committee and serves as the Board Vice President. Deborah has lived in Phelan for 14 years. “It’s a joy to help the change that will come that best fits the spirit and personality of the era,” she said. “I love that I can represent the compassion and heart of our amazing community.”

Newly elected Jeanna Mills will serve a two-year term from 2024-2026. She sits on the Finance Committee and the Parks, Recreation & Street Lighting Committee. A longtime Phelan resident, Jeanna has lived in the community for more than 45 years and is the owner of Mills Hardware. “I’m honored to serve on the board and look forward to working on important community initiatives,” she said.

Chuck Hays was elected to the board for the 2022-2026 term. He sits on the Legislative Committee and Finance Committee. Chuck has lived in the community for 35 years and currently resides in Pinon Hills.

Greg Snyder was elected to the board for the 2022-2026 term. He sits on the Engineering Committee and the Waste & Recycling Committee. Greg has lived in Phelan for more than 20 years.

With a mix of experienced and new leadership, the PPHCSD Board will continue overseeing key community services, including water management, parks, and infrastructure projects. Board meetings remain open to the public, and residents are encouraged to stay engaged with upcoming decisions that will impact the district.
