The Phelan Pinon Hills Community Services District commemorated a significant milestone in the community’s development with the dedication of Well 15, the first well to be designed and built by district staff since the District’s formation in 2008.
Led by PPHCSD President Chuck Hays, the dedication ceremony commenced with a warm welcome and the recitation of the pledge of allegiance, followed by an invocation from Pastor Michael Villegas of the Living Vine Christian Fellowship. President Hays expressed the significance of the occasion, emphasizing the culmination of years of hard work, dedication, and innovation.

“Today, we gather here with pride and gratitude,” President Hays remarked, “marking a significant milestone in the development of our water system – the dedication of the first well added to our water system since the District was formed in 2008.”
The state-of-the-art well boasts impressive capabilities, pumping nearly 800 gallons of water per minute using a variable frequency drive (VFD) pump. This is the first well in the district to use this type of pump. With a VFD pump, the speed of the pump’s motor can be adjusted to control the flow rate of water at any given time. This means that PPHCSD Water Operations can precisely regulate the amount of water they need, leading to more efficient use of water resources. In contrast, a regular pump operates at a constant flow rate and can only be controlled by turning it on and off. President Hays expressed appreciation to the dedicated team of individuals whose efforts turned the Well 15 vision into reality.

“We are reminded of the vital role that water plays in shaping our communities and fueling our economy,” President Hays continued. “As a community, we have embraced innovation and forged a path towards a future with adequate water resources.”

Sonia Miranda, Veteran Services Director/Field Representative for Congressman Jay Obernolte, and CJ Porter, Policy Director for San Bernardino County First District Supervisor Paul Cook, presented the Board of Directors and the PPHCSD with certificates of recognition, acknowledging the significance of the milestone for the community.

Snowline Schools Superintendent Ryan Holman also spoke, highlighting the positive outcomes resulting from the school district’s collaboration with PPHCSD over the years.
The ceremony culminated in an official ribbon-cutting ceremony as the pump whirred up to speed, symbolizing the start of production for Well 15. Board members, staff, and dignitaries gathered in front of the well, highlighting the Phelan Pinon Hills Community Services District’s commitment to providing safe, reliable drinking water for years to come.
