On Sunday, June 11th, 2023, deputies responded to a 911 call at 2:29 a.m. in the 5300 Block of South Street in Phelan. When deputies arrived, they located a 34-year-old male with a gunshot wound to the pelvic area. The victim was airlifted to a local hospital for treatment, but the suspect who shot the victim fled before deputies arrived.
While investigating the crime scene, several children were found living at the home with their mother, Jasmine Rodriguez, a 33-year-old resident of Phelan. The residence housed a marijuana grow and was found to be in deplorable condition. Rodriguez was arrested for cruelty to a child and booked at the High Desert Detention Center, while the children were placed in the custody of the San Bernardino County Child and Family Services.
Through the investigation, deputies also identified the gunman as Pepi Carr, a 30-year-old resident of Phelan. Deputy J. Guzman located Carr near Palmdale Road and Windermere Road in Phelan, where a shotgun and ammunition were found. Carr has been arrested for attempted murder and is booked at the High Desert Detention Center.
