San Bernardino County animal shelter services for Unincorporated High Desert Communities have moved to the Devore Animal Shelter located at 19777 Shelter Way in San Bernardino, which services the communities of Wrightwood, Phelan and Pinon Hills in need of animal shelter assistance.
The services at Devore include lost and found pets, as well as intake. However, residents needing dog licensing can apply at animalcare.sbcounty.gov. or in person at the Jerry Lewis High Desert Government Center in Hesperia 15900 Smoke Tree St., Suite 131 in Hesperia or The Hesperia Health Center located at 16453 Bear Valley Road also in Hesperia.
The cause of the move is related to San Bernardino County Animal Care having a significant increase in animal intakes over the past three years, plus the growing demand for expanded services. Residents can support the San Bernardino County Care program by adopting, fostering, volunteering, donating, and spaying or neutering their pets.
Upcoming Animal Care Mobile Services in Phelan
The San Bernardino County Animal Care also offers mobile services and will be holding a licensing, vaccinations, and microchipping event at the Phelan Community Center on Thursday, Nov. 20th from 9:00 am – 12:00 pm located at 4128 Warbler Rd. in Phelan. The goal is to help pet owners keep their animals safe, healthy, and in compliance with county regulations.
Before attending, Tri-Community residents are asked to verify their eligibility by entering their address on the county’s service area map. At the event, attendees should bring a photo ID to confirm residency. If the ID doesn’t show a current address, a recent utility bill can be presented alongside the ID.
To make the process smoother, pet owners are encouraged to preregister online and complete intake forms in advance through the event webpage.
Important reminders for attendees are to please ensure dogs are kept on a leash and cats are brought in individual carriers. Here is a list of service available at the event:

Dog Licensing: Discounted rates available with proof of spay/neuter and previous rabies vaccination. If proof of rabies vaccination isn’t available, it can be administered at the event before obtaining a license.
Vaccinations: Only $10 each, including FVRCP, Rabies, Bordetella, DA2PP, and Leptospirosis. Pet owners who wish to receive a 3-year rabies vaccine instead of the 1-year version must bring proof of a prior rabies shot.
