Road Crews Hard at Work On Phelan Road Improvements

Construction has begun on Phelan Road with the first step, upgrading ADA ramps and signal modifications for several intersections between Beekley and Baldy Mesa Roads.

Roadwork is now underway along Phelan Road, with San Bernardino County Public Works overseeing a major infrastructure improvement project that includes ADA ramp upgrades, traffic signal modifications, road resurfacing, and full roadway reconstruction in several areas.

By Tuesday, Feb. 18, 2025, lane markers and traffic cones appeared at the intersection of Phelan and Sheep Creek roads, marking the beginning of the long-awaited project. Over the following days, construction crews began preparing the roadway for improvements, with right-hand lanes at the intersection closed for asphalt removal. The project, which stretches from Beekley Road to Baldy Mesa Road, is expected to continue through June 15, 2025.

ADA Upgrades and Traffic Signal Modifications

One of the primary components of the project is the installation and reconstruction of ADA-compliant curb ramps at key intersections along Phelan Road, including Malpaso Road, Clovis Road, Sheep Creek Road, Valle Vista Road, Johnson Road, Wilson Ranch Road, and Baldy Mesa Road. A curb ramp will also be upgraded in front of Phelan Elementary School to ensure improved accessibility for students and pedestrians.

In addition to the curb ramps, traffic signal modifications will be made at four key intersections: Sheep Creek Road, Johnson Road, Wilson Ranch Road, and Baldy Mesa Road. These upgrades are designed to enhance intersection safety and improve traffic flow along Phelan Road.

Sully-Miller Contracting, the company contracted for this part of the construction project stated that “work will be performed between the dates of February 20, 2025 and April 1, 2025. Normal working hours will be between the hours of 7:00 A.M. and 4:00 P.M. Monday through Friday.”

Milling, Overlay, and Reconstruction: What to Expect

The project includes two types of roadway improvements: mill and overlay resurfacing, which restores existing roads in fair condition, and full reconstruction, which is necessary for roads in poor condition.

Mill and Overlay Resurfacing

The mill and overlay process involves grinding down the old asphalt and replacing it with a fresh layer of pavement. This cost-effective and efficient method extends the life of roads without requiring a complete rebuild. It is typically completed faster and with less disruption to traffic than full reconstruction.

Mill and overlay resurfacing will take place in the following areas:

  • Phelan Road between Malpaso Road and Wilson Ranch Road
  • Wolf Drive to Oxford Road
  • Tumbleweed Road to Caughlin Road
  • Shasta Road to the railroad crossing
  • Beaver Avenue
  • Baldy Mesa Road

During this process, construction crews will first grind down the damaged top layer of asphalt. If necessary, a leveling coat will be applied to smooth out the surface before new asphalt is laid and compacted with a roller. Once the fresh pavement has cured—usually within a few hours—traffic will be allowed back on the roadway. Lane markings and striping will be added within two weeks after paving is complete.

Residents living along these routes should expect temporary access restrictions to driveways during active work hours. However, the county has assured that it will coordinate around mail delivery, trash pickup, and scheduled deliveries to minimize inconvenience.

Full Roadway Reconstruction

For sections of Phelan Road where the pavement is severely deteriorated, a full roadway reconstruction will be performed. This involves completely removing and rebuilding the roadbed before applying new asphalt. This process is more extensive and time-consuming than mill and overlay, but it ensures long-term durability and improved road conditions.

Full reconstruction will occur in the following areas:

  • Phelan Road between Beekley Road and Malpaso Road
  • A section of Phelan Road just east of Eaby Road
  • Phelan Road between Wilson Ranch Road and Sonora Road
  • Phelan Road between Caughlin Road and Shasta Road

Unlike the mill and overlay process, reconstruction requires deeper excavation and more intensive grading before paving can begin. This means that certain stretches of Phelan Road may experience extended lane closures while crews work on rebuilding the road base.

Public Safety and Traffic Advisories

As construction continues, drivers are urged to slow down and follow all posted traffic signs to ensure the safety of workers and motorists. Lane closures will be in effect along sections of Phelan Road, with one lane remaining open in each direction to maintain traffic flow.

Residents and business owners in affected areas will see “No Parking” signs posted in advance, indicating when work will take place on their street. During this time, residents are asked to avoid parking on the roadway, prevent water runoff into the streets, and keep children and pets away from the construction zone for safety reasons.

While the project may cause temporary delays and disruptions, the county emphasizes that the long-term benefits of smoother roads, safer intersections, and improved pedestrian access will greatly enhance the quality of life for the community.

A Countywide Commitment to Infrastructure

This project was approved by the San Bernardino County Board of Supervisors as part of the 2024-25 budget and aligns with the county’s ongoing efforts to maintain and improve its road network. Officials say these upgrades are part of a larger initiative to support infrastructure growth, enhance road safety, and ensure accessibility for all residents.

“We regret any inconvenience this work may cause you, and we look forward to the timely completion of this project that will enhance the quality of life in our local communities,” the San Bernardino County Public Works Department stated in an announcement. “Thank you for your patience and cooperation in assisting us in constructing this project.”

With construction scheduled to continue through June 15, 2025, residents are encouraged to stay informed and plan for possible delays.
