An investigation into suspicious activity on vacant land in Phelan led to the discovery of 88 pounds of methamphetamine, along with firearms and drug manufacturing equipment, according to the San Bernardino County Sheriff’s Department.
On Thursday, November 7, 2024, at approximately 1:50 p.m., Sergeant Rios of the Victor Valley Sheriff’s Station noticed two trailers connected to a generator on an unoccupied property in the 13500 block of Rosado Road. When Rios approached, several individuals fled the scene. With assistance from the California Highway Patrol Aviation Division, deputies located and detained 39-year-old Carlos Adrian Lizarraga, a resident of Phelan.
Upon obtaining a search warrant, law enforcement officers searched the trailers, uncovering two AR-style rifles, a handgun, and approximately 88 pounds of methamphetamine. Additional evidence consistent with the manufacturing of methamphetamine was also found.

Lizarraga was subsequently arrested on multiple charges, including possession of a controlled substance while armed, manufacturing of a controlled substance, and illegal possession of an assault weapon. He was booked at the High Desert Detention Center and is being held on a $1 million bail.
